I was playing during Halloween 2006, so don't give me any crap about "Well you weren't there so you don't deserve it!". I missed out on getting the Wicked Hat because the oh-so-wonderful US Postal Service was slow on getting my copy of Nightfall to me before the event ended. It wasn't my bloody damn fault I couldn't get to Kamadan.
I will do just about ANYTHING to get a Wicked Hat, this year's hats are a huge disappointment! Let us copy other people's hats, let us buy the ones we missed. I don't care how, just make it happen!
Enough of these elitist ramblings about "prestige" items, it's absurd. You can keep your stupid Chaos Gloves, I want my Wicked Hat.
Addendum: I like Halmyr's idea. If your account wasn't active for an event, you can't get that events hat(s). But if it was, like in my case for 2006, then you can. After all, you can buy the pages you missed for your handbooks, right? His idea makes damn good sense to me.

I was thinking of the same thing.
I missed out on the Wicked Hat, so I would sign for a way to be able to get this.
For one-off special events like 'Day of the Tengu 2006', I feel that the headgear is special and should not be attainable now.
For repeating events, I would like a way to get hold of these. I would be ok if ANET cycled the same hats again, but that would be selfish of me, and unfair to those who already have them.
My suggestion is an 'Item Exchange Guy' or a Collector that only appears on the day of the special event. That way, you have to attend the event.
The 'Item Exchange Guy' idea:
The Item Exchange Guy would only exchange the current hat for one of the previous years. e.g If I'm not fond of the Mummy Mask from Halloween 2007, I can exchange it for the Wicked Hat, or for one of the pumpkin crowns.
The Collector idea:
Standard stuff, collect x number of items for a hat from previous years (or for a bit more grind... I mean fun, a special trick-or-treat bag that will randomly spawn a hat from previous years).
Extended Hat idea:
For those who believe that these hats should be special and only for those who attended the event at the right year, these hats can be slightly different. For the benefit of being able to get these hats outside of the actual event, the sting is that they're not the genuine articles. They look almost the same, but not quite. Consider them as 'Wish I Was There!' hats.
Rather than the actual hats, you only get 'imperfect' versions from the 'Item Exchange Guy' or Collector.
For example, the Wicked Hat. It'll have a slightly faded color of the original, or a tatty/ripped brim. The pumpkin crowns could be more dopey looking (big round eyes) rather than scary, or warped in shape as a less than 'prefect' pumpkin was used.
Same can be done for Freezie crown, instead of a carrot for the nose, it's a tomato. Or there's a yellow patch, and we all know that you should not touch yellow snow.
That way, you can get a hat you like, but still able to tell that they're not the 'real' thing.

Man some kids are never happy. I'd rather have something interesting looking like a Mummy mask or Scarecrow mask than a giant pumpkinhead or a plain-jane witch's hat.
These hats have more detail in them than any previous festival hat, besides the demon mask. Get over yourselves.

I'm in the same situation. I'd like for there to be a way where we could get hats we have PREVIOUSLY OWNED AS OUR OWN back. But as for the whole not ever having it in the first place thing? I don't agree with that at all.

I don't think we should have the ability to create hats or masks that we have not owned, so I'm in the same alliance you two are.
I also agree that we should be able to have a way to bring back hats we have previously owned by deleted prior to the Mask Crafter and/or More Storage.

for the people who keep saying " no , you missed out on the oppuntunity " i have this to say to them .. HOW DOES IT AFFECT YOU IF OTHERS GET THE HAT. as truth be told it doesn't affect you in the slightest , if people want a hat why shouldn't they have 1 ? if people want a hat for fun why try ruin their fun . i for example would have the freezie crown , however when i went to kamadan the district froze.. now that is not fair due to the fact i gave up around 30 minutes of my time to try get a hat i didn't even get . i should therefore be able to buy that hat from the festival hats NPC.. and seriously to those people who say no , how is this gonna affect you , you already have the hats , or are most likely to anyway .

/signed I was unable to get NF until after event. Yeah poor me i have kids to take care of. Also some of us were in proph when halloween opened up but were still working on getting to LA. This 1337 idea is crap. "You were'nt there to bad" yeah well as we still paid the what $150 now grand total for the games I think Anet could give us our freaking hats if we wanted em.

While I would like to get the complete set of festival hats myself as well, I also understand that the hats are like a trophy for those who attended festivals. If everyone could just buy the hats for a few k they would lose their specialness and with it no longer interesting to have.

I understand that Gaile likes the specialness of having been at the events. But there is also this "you don't deserve this" attitude among the gamers who think it's up to them to decide on it. This is how violent hazing rituals happen in real life. People who aren't in a position to decide these things take it upon themselves and make up their own twisted activities, and in the case of this game, attitudes. So they should counter this by making all the hats available to everyone.

Yeah...No. I'm just thinking those who have owned hats and deleted them prior to the hat maker and extra storage should have the ability to craft that hat.

there are alot of masks i want form previous events but that is the alure of them,onyl some have them, as in i've only seen a handful of epople with the dragon festival mask, if everyone had it like pumpkin head it wouldn't be as appealing that said i still like the pumpkin head.

I only have them all from the Dragon Festival onwards, because that's when I started playing, and thus am missing the first year halloween, wintersday (2), and tengu masks and would really like them. However I wasn't around for those events, so it makes sense that I shall never have them, just like I'll never have a Divine Aura because I wasn't around when GW:CE was being sold.
IMO, if you toffed a hat, that's your problem for throwing away a rare collectable, and if you weren't around when the event happend then it stands to reason that you wouldn't have the hat.

I think they should have a special weekend, where you can get a chance to get all the festival hats that have been released so far. That would be really cool, mabye they could open a few mini games then too, dragon areanas ftw!!

I've attended EVERY guild wars event since the betas and because it took so bloody long to add the festival hat trader, i deleted most of my hates...
yes i want them back and yes i want some actually usable as real armour (tengu mask on my ranger would lok awesome as armour, as would the mummy mask from this years halloween on my necro!)

Although I don't agree entirely with that, you've made a great idea to having a Hat Festival Weekend !
It would be fun way of introducing a bunch of new hats and to opening up the Boardwalk also!
